Urban and Territorial Development Area of IFEL

Tommaso Dal Bosco, 53 years of age, led the Department of property assets, infrastructure and housing policies of ANCI (The National Association of Local Italian Authorities) for three and a half years. He subsequently moved on to direct the Urban and Territorial Development Area of IFEL (The Institute of Finance and Local Economy) during the recent reorganisation of the association, a public rights foundation, appointed to create and manage a platform of services and projects to support the development of local authorities. He has legal training and professional experience at managerial level in the fields of service and public administration. He started working in the field of advertising and communication and for four years held the position of executive producer for Film-master, a leading international player. From the end of the 1990s until 2002 he was organiser and marketing director of the Italian 2002 Committee – the International Year of the Mountains. He has taken part in and directed numerous action research projects and national and international territorial cooperation projects with the aim of investigating matters related to political economic institutional governance models in local development processes (Cantieri, Diamont, Green Co., F’ACTS). Since 2007, he has been the Managing Director of UNCEM, a membership body recognised by legislative decree no. 281/97 – Institute of the Unified Assembly for the State, Regions and Local Autonomy – as a political institutional representative of the local mountain authorities together with ANCI (Local Authorities) and UPI (Provinces). In this role he dealt with the problems of local development with a special focus on the matters of energy, the environment and institutional policies. Since 2009 he has been a member of the board of directors of FilCoop, a supplementary pension fund for the capitalisation of agricultural and forestry workers. Since 2011 when UNCEM became part of ANCI, he has broadened his interests to include the problems related to urban development, with particular attention to the issues of requalification, the optimisation of public property and also housing politics. He has been involved in numerous technical commissions for CNEL, (the National Economics Board), Institute of the Unified Assembly for the State, Regions and Local Autonomy, the Ministries for the Environment, Agriculture, Culture, Manufacturing Industries and Infrastructures. He is designate member of ANCI within the control room instituted by the Ministry of Infrastructure in order to create a National City Plan. Since 9th June last year he has been a member – designated by the Promoter – for the Italian Green Building Council. He has frequently taken on the role of public representative taking part as a speaker at conferences and seminars and as a teacher in a variety of training programmes for Padua University (Masters course), La Sapienza University in Rome, East Piedmont University, Invitalia and other institutional bodies. He has published articles and been involved in the publication of the book The challenge of the territories in the Green Economy AREL, Il Mulino 2009 and The Woods, Wood, Furniture Supply Chain, Laterza 2010.
